About US. Certified Environmental Services, the parent company of Metro-Rooter was established October 1978 primarily as a water and waste water treatment plant operations company. Additional services were added to what is now the most comprehensive plumbing and sewage service company in the state of Florida . Metro-Rooter provides plumbing contracting, lift station operations and repair, pumping services, septic and drain field installations, industrial pipe cleaning and video. Our company has experienced notable growth and success by implementing a rather unique philosophy. The President and founder, Tom McLaughlin provides the managers with what they need to accomplish their growth projections. In essence, the President answers to the managers. This philosophy also applies to the management team who in turn provide the Metro-Rooter service team members with the assets they need to accomplish their goals. The service team member's goals are to prevent and/or resolve any problem our customer might have. This philosophy ensures satisfied customers, who will call us again, use our services and recommends us to others. About Founder. Tom A. McLaughlin, a Master Plumber, is a Jacksonville native with an extensive career in plumbing and plumbing services. He began his career at Jacksonville Beach Pollution Control Plant and continued on to President of Certified Environmental Services, Inc. the parent company of Metro-Rooter. Our License.
